It is not permissible for a person in the state of to use perfumed foods, drinks, or substances containing musk, saffron, rosewater, and similar fragrant materials, nor soaps and shampoos where perfume is dominant.
However, it is permissible to use items whose scent is merely a subtle flavor, such as natural fruits and plants with natural flavors like mint and cardamom, as well as toothpaste.
As for any perfume from the Kaaba that a person in Ihram might inadvertently come into contact with, it does not cause harm if washed off immediately. However, if there is a delay in washing it off despite knowing about it, then a (expiatory offering) becomes obligatory.
