Is it permissible for a wife to refuse intimacy because she has not received her dowry after six years of marriage and the birth of a child?

The mahr (dowry) is a mandatory right for the woman, and she has the right to refuse to surrender herself before receiving it, by the consensus of scholars. If she surrenders herself and her husband consummates the marriage, the majority of jurists hold that she does not have the right to refuse thereafter, even if the husband delays paying the mahr; however, she can refer the matter to a judge. As for Abu Hanifa and Sheikh Ibn Uthaymeen, they are of the opinion that she does have the right to refuse if the husband delays payment, because he has withheld her right, so she has the right to withhold his right. Nevertheless, understanding should prevail, and the relationship should not reach such a point. A woman is not permitted to refuse intimacy for personal reasons and make excuses using the mahr; rather, she must give the husband his right and seek treatment for her health problems, while endeavoring to claim the mahr through legitimate means.
