Is Zakat obligatory on gold and diamond jewelry kept for adornment and saving?

Scholars differ on the obligation of zakat on permissible jewelry prepared for personal use. The preponderant opinion is that it is not obligatory on it, because it is personal effects and not wealth designated for growth. However, if zakat were paid on it, it would be more befitting to avoid disagreement. As for jewelry prepared for saving or trade, zakat is obligatory on it. Jewelry other than gold and silver is not subject to zakat unless it is for trade.
