They are cited when needed because they are part of the Prophetic Hadith, and both are revelations from Allah. The difference is that Hadith Qudsi is that which was revealed in its exact wording, not being part of the Qur'an. It is subject to the same classifications as the Prophetic Hadith in terms of authenticity, goodness, and weakness. Books of Hadith have considered it a part of the Prophetic Hadith.
