Is it permissible to hunt pigeons for the purpose of raising them without harming them, and does the ruling differ during Ramadan?

Keeping and raising pigeons is permissible and lawful, based on the Prophet's (peace be upon him) hadith: "O Abu Umair, what did the little bird do?" It is also permissible to own stray pigeons that have no owner. However, if a pigeon is owned by someone, it is not permissible to take it without the owner's permission.
