What should a congregant do who does not believe in the continuous practice of Qunut in Fajr prayer and refuses to raise his hands during it: should he remain silent, or repeat the supplication of rising from Rukoo‘, or leave the Imam and complete the prayer alone, and is it better not to leave to avoid confusion?

The Qunut in the Fajr prayer is a matter of scholarly disagreement, but they agree on the validity of the prayer whether the worshipper performs Qunut or not. The disagreement is about what is superior. The congregant should follow the Imam in the Qunut; if the Imam performs Qunut, the congregant performs it with him. If the Imam omits the Qunut, the congregant does not perform it, because the Imam is appointed to be followed. It is not permissible to abandon the Imam for the sake of the Qunut.
