Is the Prophet Shu'ayb the same person mentioned in Surat Al-Qasas with the Prophet Musa?

Scholars have differed regarding the elder to whom Moses (peace be upon him) became a son-in-law. Many have gone to the opinion that he was Shu'ayb (peace be upon him), and this is the well-known view among a large number of scholars, such as Al-Hasan Al-Basri and Malik ibn Anas. While others have gone to the opinion that he was not Shu'ayb, but rather his nephew, or his cousin, or a believing man from his people.
