There are two ways to wipe over socks: one that is sufficient (mujzi') and one that is recommended (mustahabb). The sufficient method involves wiping over most of the top of the right sock with one hand, and then similarly the left, or wiping the equivalent of three fingers, and this is considered sufficient by some scholars. As for the recommended method and its conditions, they have been mentioned in previous fatwas. It is worth noting that the Sunnah is to wipe, not to wash.
