Is it permissible to wipe over wool or cotton socks during ablution after washing the feet in the first ablution, due to diabetes which prevents frequent exposure of the feet to water?

Wiping over the khuffayn (leather socks) and jawrabayn (socks) is a confirmed Sunnah and a followed concession. It has been mentioned in many hadiths, including the hadith of Safwan ibn Assal: "The Messenger of Allah, peace and blessings be upon him, commanded us to wipe over our khuffayn if we put them on while in a state of ritual purity, for three days [and nights] if we were traveling, and for one day and one night if we were resident, and not to take them off except for janabah (major ritual impurity)." Accordingly, it is permissible to wipe over khuffayn and jawrabayn if the socks are thick and cover the obligatory area [of washing], and they were put on while in a state of complete ritual purity, even if there is no illness or fear.
