What is the ruling on wiping over socks during ablution, and is it better for a resident to wash their feet or to wipe over their socks?

The general tenor of the authentic Hadiths indicates the permissibility of wiping over leather socks (khuffayn) and regular socks (jawrabayn) in winter and summer alike, and there is no evidence to restrict it specifically to winter. The conditions for wiping are that the sock must cover the area of the obligatory washing (maḥall al-farḍ), be worn after achieving ritual purity (ṭahārah), and adhere to the time limit: one day and one night for a resident, and three days and nights for a traveler, beginning from the first wiping after an event that necessitates ablution (ḥadath).
