Is it true that it was narrated from Ibn Abbas (may Allah be pleased with him) that the voices of the disbelievers are veiled from Allah, and does this mean that Allah does not hear their prayers, and how can this be true when Allah is the All-Hearing, the All-Seeing?

Ibn Abbas's interpretation of the verse: "And the supplication of the disbelievers is only in error (misguidance)" (Qur’an 13:14) means that Allah does not answer their supplications or accept them. It does not mean that He is unaware of them, for Allah hears everything and encompasses all knowledge. Hearing is of two types: hearing of acceptance and response, which is denied for the supplications of disbelievers; and hearing of perception and encompassment, which is affirmed for Allah the Most High.
