Is one who runs additional programs that play films with special codes sinful, knowing that some sermon programs also play films?

It is permissible to sell and download programs that can be used to run beneficial and permissible content, even if they could potentially be used to play movies forbidden by Sharia, as long as the seller does not know with certainty or strong presumption that the buyer will use them for disobedience. This is because the default ruling is permissibility in dealing with things that can be used for both good and evil. However, if indiscipline becomes prevalent in society, the default ruling is to prohibit their sale, except to those about whom one knows with certainty or strong presumption that they will only use them for permissible purposes.
