Is zakat obligatory for an emigrant who possesses the nisab of money and a hawl has passed on it, knowing that he pays rent and living and educational expenses, whether his money does not exceed 1000 dollars, or he receives government aid and saves money and cannot return to his country?
Zakat is obligatory on saved money if it reaches the Sharia-stipulated nisab (minimum threshold) and a hawl (one lunar year) passes over it, whether it is for the purpose of building a house or anything else, and whether its owner is a resident or an expatriate. The nisab for gold is 85 grams, and for silver is 595 grams. The amount of Zakat is a quarter of a tenth (2.5%). Zakat purifies wealth, makes it grow, and increases its blessings. Allah Almighty says: "Take, [O Muhammad], from their wealth a charity by which you purify them and cause them increase" (Quran 9:103), and Allah Almighty says: "But whatever you give in zakah, desiring the countenance of Allah - those are the multipliers" (Quran 30:39).
