What is the interpretation of Allah Almighty's saying: (So flee to Allah. Indeed, I am to you from Him a clear warner), and why was the verse not prefaced with the word (Say)?

Verse 50 of Surat Adh-Dhariyat, "So flee to Allah. Indeed, I am to you from Him a clear warner," is one of the greatest verses in the Holy Quran, combining the meanings of fear and hope.

The verse is interpreted as fleeing from Allah's punishment to His mercy through faith and obedience, repenting from sins, from His disobedience to His obedience, from ignorance to knowledge, from disbelief to gratitude, and from heedlessness to the remembrance of Allah.

As for the word "Say" (قل), it is repeated in the Holy Quran in about 300 verses and appears in various contexts. This does not mean that every command the Prophet conveys to people must begin with it.

Indeed, "for every occasion there is an appropriate discourse." The Quran includes multiple styles of eloquent expression. The word "Say" (قل) is used when there is a need for it, such as in instructional teaching or in responding to misconceptions.
