What is the ruling regarding a woman who does not wear the hijab and wears a swimming suit, excusing herself by saying that society does so, despite her commitment to her religious rituals?

It is not permissible for a Muslim woman to abandon the legal hijab (head covering) which Allah has commanded in His Book and through the tongue of His Messenger, peace and blessings be upon him, as in His, the Almighty’s, saying: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful," and His saying: "And do not display yourselves as [was] the display of the former times of ignorance." It has been reported from the Prophet, peace and blessings be upon him, that immodestly displaying women will not enter Paradise nor smell its fragrance. The actions of society do not permit immodest display; therefore, those who perform acts of worship must advise her, encourage her to wear the hijab, and warn her of Allah's wrath.
