Is a person who submits a false report to obtain government assistance (housing and salaries) considered a thief of state funds, and will he have to seek forgiveness from all the Jordanian people on the Day of Judgment, knowing that these funds are the right of the people?

Those who resort to fraud to unlawfully seize public funds fall under a severe warning mentioned by the Messenger of Allah, peace and blessings be upon him, which states that whoever wrongfully indulges in the wealth of Allah will be destined for the Fire on the Day of Resurrection. Some scholars have mentioned that the inviolability of public funds is more severe than the inviolability of private funds, and these individuals will be held accountable before Allah on the Day of Resurrection.
