If the question refers to shaving the front of the head or part of it while leaving the rest, then this is "al-qaza" (partial shaving), and it is disliked due to the Prophet's (peace be upon him) prohibition of it. He said: "Shave it all or leave it all." However, if the question refers to cutting part of the head's hair without shaving it and leaving the rest, there is no harm in that, as long as it does not involve imitating disbelievers or transgressors.
