Is the Hadith: "If your power tempts you to wrong people, then remember the power of the Creator over you" a Qudsi Hadith?

This statement is neither a Hadith Qudsi nor a Prophetic Hadith. Rather, it is from the words of the righteous Caliph Umar ibn Abd al-Aziz, who wrote it to one of his governors, reminding him of Allah's power when he contemplates oppressing someone, and that what he does to people will remain with him, and that Allah will take retribution for the oppressed from the oppressors.
