Is it permissible for a child's garment to be below the ankles?
The Prophet, peace and blessings be upon him, warned against letting garments hang below the ankles (isbal). He mentioned that on the Day of Resurrection, Allah will not speak to the one who practices isbal, nor look at him, nor purify him, and for him will be a painful torment. He also said, "Whatever is below the ankles of the izar (lower garment) is in the Fire." A boy does not incur sin for practicing isbal until he reaches puberty. However, the blame falls on the one who dresses him in a garment that is too long. Children should be accustomed to following the Sunnah.
