The answer

The preponderant opinion among most scholars is the permissibility of a second congregation in the mosque, based on the hadith of Abu Sa'id al-Khudri that the Messenger of Allah, peace and blessings be upon him, said: "Will not a man donate to this one (charity) by praying with him?" Ahmad and Ishaq adopted this view, while Al-Shafi'i and others opted for praying individually. It is not necessary to seek the Imam's permission for the permissibility of this prayer, but seeking his permission is preferable to soothe his feelings and avoid misgivings.
