What is the ruling on selling, buying, and using video games that depict Allah's creation of humans and animals, and is their prohibition primarily due to the depiction of Allah's creation, rather than violence or wasting time?

A distinction must be made between viewing and playing with images and manufacturing them. What is forbidden is photography or drawing, not viewing or playing. If the toys are for children, then their production and the depiction of their characters — if they are free from reprehensible elements — is permissible due to the concession for children's toys and their reduction of evil. Sheikh Ibn Uthaymeen permitted educational cartoon films for children because they occupy them away from what harms them. There is no harm in stories that contain hand-drawn images, as they are present but not intended for their own sake, and images on a screen are not stable. Sheikh Ibn Uthaymeen held the view that Islamic animated cartoons that protect children from forbidden things are permissible. As for animated drawings, they are permissible; the sin lies with the one who drew them. However, drawings that depict an ordinary human are subject to scrutiny, and there is no harm in them if they contain nothing but good.

They must not be accompanied by music. Viewing and playing with these toys do not fall under the ruling of photography.
