What is the ruling regarding a man's statement to his wife, "You are forbidden to me if you turn on the receiver again," if he uttered it in a state of anger, and she has not turned on the receiver since then?

May Allah reward you for getting rid of the forbidden device, and you must repent for what has passed. Prohibiting the wife follows the intention: if you intended dhihar by it, then it is dhihar; if you intended divorce, then it is divorce; and if you intended an oath, then it is an oath. Your statement to your wife, "You are forbidden to me if you operate...", is conditional on operating the device. If she operates it, then what you intended will occur; otherwise, there is nothing upon you.
