What is the ruling on watching television and foreign films? What is the ruling on paying two riyals instead of three riyals for public transportation fare if the driver does not issue a ticket? And how many glances are permissible for a man when looking at a woman?

It is not permissible to watch movies, TV series, or listen to songs because they contain forbidden elements such as images of women, men's 'awrat (private parts), and music. They also incite immorality, contain blasphemous meanings, and lead to the waste of time and money. Whoever engages in this must repent to Allah. Lowering the gaze is obligatory, as Allah says: "Tell the believing men to lower their gaze and guard their private parts." This instills companionship and light in the heart, strengthens it, and gladdens it.
