What is the ruling on a woman using water upon which Quranic verses have been recited during menstruation?

There is no religious impediment to bathing with water that has been used for Ruqyah (Islamic exorcism/healing) while not in a state of ritual purity, because this water is not the Quran itself. Ibn al-Qayyim mentioned that Imam Ahmad used to write certain verses and supplications on a clean object for a woman experiencing difficult childbirth.
