Is it permissible to bathe with water upon which ruqyah verses have been recited, while not being in a state of purity from menstruation?

There is no evidence to prohibit a menstruating woman from bathing with water over which the Quran has been recited, and the fundamental principle is permissibility. This water is not a Mus'haf (a copy of the Quran), nor does it contain the Quran in reality; rather, it is water over which the Quran has been recited. A menstruating woman touching it is permissible. Likewise, it is permissible for a menstruating woman to touch books of tafsir (exegesis) that contain verses from the Quran. As for the hadith, "A menstruating woman and a person in a state of major ritual impurity (junub) should not recite anything from the Quran," it is weak.
