Is spitting on the ground in public places or in front of people considered haram?

Spitting on the ground is permissible unless it is inside a mosque. It is better to avoid it in public places where people find it disgusting. If a Muslim needs to spit in a public place, he should move away and spit into a tissue, or on the ground and then bury it or wipe it with his foot, based on the saying of the Prophet, peace and blessings be upon him: "If one of you spits phlegm, he should spit it to his left, beneath his foot." General etiquette should be observed as long as it does not contradict Islamic law.
