What is the ruling on insurance, given that the state imposes it on citizens?

Insurance is of two types: commercial and cooperative. Commercial insurance is forbidden because it involves gharar (excessive uncertainty), maysir (gambling), and riba (usury). Cooperative insurance, however, is permissible. It is permissible to participate in permissible insurance, whether voluntarily or obligatorily. As for commercial insurance, which is forbidden, it is not permissible to participate in it unless one is compelled to do so, and in such a case, one must limit participation to only what is necessary to meet the need.
