Am I obligated to turn on the television for my father to watch movies and musical programs, and to raise the volume for him, especially if he is asleep or awake and watching?

You are not permitted to help your father turn on the television, raise the volume, or provide any other assistance if what he is watching or listening to is forbidden, even if he commands you to do so. This is based on the Prophet’s (peace be upon him) saying: "There is no obedience to a created being in disobedience to the Creator," and "Obedience is only in what is good." However, you must obey them in matters that do not violate Islamic law, and you must advise them gently and kindly. Imam Ahmad said: "He (the son) enjoins his parents to do good and forbids them from evil… if he sees his father doing something he dislikes, he informs him without harshness or offense, and does not speak to him roughly."
