The answer

Whoever is unable to perform Hajj due to old age or a chronic illness from which recovery is not hoped for, must deputize someone to perform Hajj on their behalf. As for one who is generally healthy and of sound mind, they must perform Hajj themselves. However, they may delay Hajj if they fear suffering an epileptic seizure or being harmed by the crowds, and the immediacy of Hajj is waived for them due to their temporary incapacitation.
