Is it permissible to perform a surgical operation or any medical procedure on a patient transferred from a private clinic to a government hospital for an agreed-upon financial fee?

It is not permissible for a physician working in a public hospital to perform surgery or any other medical procedure on a patient referred from his private clinic in exchange for a fee. This is considered bribery, based on the saying of the Messenger of Allah, peace and blessings be upon him: "The Messenger of Allah (peace and blessings be upon him) cursed the briber and the bribed."

If treatment is not available in the public hospital, and the patient seeks it in private clinics: - If the physicians providing the treatment are those who work in the public hospital, it is not permissible for them to deprive the patient of treatment in the hospital in order to benefit financially in their private clinics, unless the necessary tools for treatment are unavailable in the public hospital but available in the private clinics. - However, if the physicians providing the treatment are private practitioners who do not work in public hospitals, there is no objection to them agreeing on a fee with the patient.
