Is it considered bribery for a private hospital to give a percentage of the examination fees to government doctors who refer patients to it?

This is a bribe and a path to corruption. It may also lead doctors to deceive patients by transferring them from the free public hospital to a private one, under the pretext of a lack of treatment or equipment in the public hospital, even when these are available.
