Is it permissible to give as charity short headscarves and coverings (wrap-around headscarves) that are not sufficiently concealing, knowing that Lady Aisha, may Allah be pleased with her, burned a transparent headscarf, and would disposing of them be considered extravagance?

It is permissible to give in charity headscarves (shawls) that are not concealing or are considered an adornment if the recipient will use them in a permissible manner, such as wearing a concealing hijab. However, it is not permissible to give them in charity if it is highly probable that they will be used in a forbidden way. As for what was narrated from Aisha, may Allah be pleased with her, regarding the transparent khimar, she cut it and made it into two handkerchiefs instead of destroying it. Therefore, it is not permissible to destroy headscarves as long as they can be utilized in a permissible manner.
