What is the ruling on creating a commercial advertising newspaper, and what are its legitimate Sharia guidelines regarding the selection of advertisements, institutions, and their type, and taking money from companies or those wishing to advertise?

The basic principle regarding the creation and distribution of advertising newspapers is permissibility. However, advertisements that violate Islamic law must be avoided. These include: 1. Tourism and corruption advertisements that contain forbidden elements (alcohol, gender mixing, exposure of 'awrah - nakedness/private parts); because this falls under cooperation in sin and aggression, and spreading indecency. 2. Advertisements for usurious and gambling institutions, and those that deal in unlawful gain, such as usurious banks, insurance companies, and shops selling forbidden items. 3. Advertisements for innovative (bid'ah) holidays and those that imitate disbelievers, such as Mawlid al-Nabawi (the Prophet's birthday), Laylat al-Nisf min Sha'ban (the 15th night of Sha'ban), and personal birthdays. 4. Advertisements depicting images of women and hand-drawn images of living beings. 5. Advertisements for conferences that include seminars contravening Islamic law. 6. Advertisements praising and commending the deceased, especially non-Muslims.

It is forbidden to take money in exchange for advertising forbidden things. It is also impermissible to work in the service of those who are hostile to Allah and His Messenger. Obituary advertisements are permissible for a valid purpose, but exaggeration in them is not allowed, nor is writing verses that contain commendation for the deceased.
