Who said: "Those are bloods from which our hands were spared, so we shall not stain our tongues with them"?

That statement is from the words of 'Umar ibn 'Abd al-'Aziz - may Allah have mercy on him - and it has been narrated with different wordings, such as: "Those are bloods from which Allah has purified my hand, so I do not wish to stain my tongue with them," or "Those are bloods from which Allah has purified our hands, so we do not pollute our tongues with them." It refers to the words of Allah Almighty: "That was a nation that has passed on. It will have what it earned, and you will have what you earned. And you will not be asked about what they used to do."
