What are the Sharia regulations for combining prayers in the cold?

The jurists differed on the permissibility of combining prayers due to cold. The Hanbalis permitted it under certain conditions (severe cold wind), while the Malikis prohibited it (it is permissible only for rain or mud with darkness). The Shafi'is restricted it to travel and rain, and the Hanafis permitted it only during Hajj.
