Is it permissible to combine prayers due to snowfall, and what are the reasons for combining prayers?

It is permissible to combine the Maghrib and Isha prayers due to rain. This ruling can be extended by analogy to include snowfall, severe cold accompanied by a harmful wind, or ice, as a means of alleviating hardship for the Ummah. Some scholars also permit combining the Dhuhr and Asr prayers in these situations if hardship is present.

Furthermore, it is permissible to combine prayers for the excused traveler and the sick, for those who find ritual purity difficult, such as someone with urinary incontinence, for those unable to ascertain the prayer times, and for anyone who has an occupation or an excuse that permits them to miss Friday prayer and congregational prayers.
