The answer

If the rain is so heavy that it wets clothes and causes hardship, it permits combining the Maghrib and Isha prayers. As for the Dhuhr and Asr prayers, combining them due to rain is not permissible according to the Hanbalis and Malikis, but the Shafi'is permit it. This ruling applies to those who suffer from chronic flatulence ( سلس ريح ) or other continuous impurities. If the impurity is continuous such that it does not stop for a time sufficient for ablution and prayer, then the person afflicted by it is permitted to combine the Dhuhr and Asr prayers and the Maghrib and Isha prayers with a single ablution.
