Is it permissible to allow some pagan youths to reside in Muslim lands and host them in homes? Is it possible to enable them to touch a translation of the Holy Quran in their language while not in a state of ritual purity? Is it sufficient to give them from Zakat money?

The Prophet, peace and blessings be upon him, commanded the expulsion of polytheists from the Arabian Peninsula. Scholars have differed in defining its exact boundaries, but the preponderant view is that it refers to the land of the Hijaz (Mecca, Medina, Yamama, and their villages) due to its sacredness. As for the rest of the Muslim lands, it is permissible to bring in non-Muslims for work when there is a need, while taking into consideration religious harms. Non-Muslims are permitted to enter the Hijaz for trade or other legitimate purposes, and to reside there temporarily, provided they fulfill the conditions. However, it is preferable to bring in Muslim workers to avoid potential harms. It is permissible to house non-Muslim workers in Muslim homes outside the Arabian Peninsula, provided that private seclusion with women is prevented and the propagation of false beliefs is avoided. It is permissible to gift translations of the meanings of the Quran to non-Muslims. As for Zakat, it is not given to non-Muslims, except to those whose hearts are to be reconciled, if their conversion to Islam is hoped for.
