What are the legitimate conditions and controls for someone residing in non-Muslim countries for the purpose of Dawah, and is this Dawah left to individual initiatives?

It is not permissible to reside in the lands of the polytheists (non-Muslims) unless specific conditions are met, applicable to everyone. These conditions are even more crucial for one who calls to Allah (a Da'i). If one cannot guarantee the safety of their religion, then it is not permissible for them to reside there. The Da'i must possess knowledge, insight, and wisdom. If these qualities are present, then it is permissible for him to remain, and his residence would be considered jihad and among the best acts of devotion. His stay is not limited to a specific period as long as he is carrying out this mission and the conditions are met. As for those who do not possess the conditions and qualities, their claim of Da'wah will not benefit them. Da'wah is not restricted by countries or governments; rather, it is required from anyone who is qualified for it.
