However, if its removal would cause financial harm due to its high cost, it is permissible to leave it and perform tayammum (dry ablution) in its place. Intercourse is permissible for someone who cannot find water, without any dislike, and tayammum should be performed afterwards, because intercourse is permissible and only prohibited by a specific text, whereas masturbation is forbidden and must be avoided.
