Is a person sinful if they envy someone who prays while they are unable to pray due to a legitimate religious excuse?

Wishing that your state were like that of those who pray is not blameworthy envy, but rather praiseworthy ghibṭah (laudable emulation), and it may be metaphorically called ḥasad (envy), as in the ḥadīth: "There is no envy except in two [cases]." The forbidden envy is wishing for the removal of a blessing from the one who has been blessed. If the thought of wishing for the removal of a blessing crosses one's mind but does not settle, then there is no accountability for it. Ghibṭah and competing in good deeds are praiseworthy. One should be content with Allah's decree regarding menstruation and occupy their time with other acts of worship such as dhikr (remembrance of Allah), reciting the Qur'an from a mobile phone, giving charity, and seeking knowledge.
