If a male reaches puberty, it is not permissible for him to uncover what is between his navel and his knee, as it is awrah (private parts). Therefore, it is not permissible to wear shorts if they expose this awrah in front of those to whom it is impermissible to do so. As for isbal (letting one's garment hang below the ankles), it is forbidden if done out of arrogance, and it is considered among the major sins. However, if isbal is done not out of arrogance, the preponderant opinion is that it is forbidden absolutely, because the prohibition encompassed the wording, and the claim of not being arrogant is not accepted.
