Is it obligatory to establish Friday prayer in Dar al-Harb or Dar al-Kufr?

Allah has obligated the Jumu'ah prayer upon Muslims residing in a city or village, and has forbidden preoccupation from it, due to His Almighty saying: (O you who have believed, when [the adhan (definition) is] called for the prayer on the day of Jumu’ah, then proceed to the remembrance of Allah and leave trade. That is better for you, if you only knew). And due to the hadith (definition) of Abdullah ibn Umar and Abu Hurayrah, may Allah be pleased with them both, that the Messenger of Allah, peace and blessings be upon him, said: (Let peoples cease neglecting the Jumu'ah prayers, or Allah will seal their hearts, and they will then be among the heedless). And it is obligatory for Muslims residing in the land of disbelief to perform the Jumu'ah prayer if its conditions are met, due to the generality of the texts from the Qur’an and Sunnah (definition).
