What is the Sunnah regarding the preliminaries of engagement, who should be sent to the bride's family, what is the next step after acceptance and before the engagement concerning the dowry and requirements, and is reciting Al-Fatihah when determining the dowry or wearing the suit for the bride on the day of engagement and consummation from the Sunnah?

If a person wishes to marry, he should go to the guardian of the fiancée alone or accompanied by his relatives, observing the prevailing customs. It is recommended for the suitor to see his fiancée, as narrated in the Hadith: "Look at her, for it is more likely to engender affection between you." After the agreement of both parties, the dowry, marriage expenses, and date are settled. There is no harm in completing the engagement and the marriage contract in one sitting, or delaying the contract after the engagement, or delaying consummation after the contract.

It is not from the Sunnah to recite Al-Fatiha during the engagement or the marriage contract. Rather, the Sunnah is to recite Khutbat al-Hajah (the sermon of need). There is no specific attire for the engagement, contract, or consummation. A man may wear a suit or similar attire, and a woman should wear modest clothing if seen by men, and she may adorn herself among women without extravagance or wastefulness. As for wearing a wedding ring, it is not prescribed, as it involves imitating disbelievers.
