Is it permissible to pray Dhuhr instead of Jumu'ah in a mosque where the conditions for Jumu'ah prayer are not met?

The ruling regarding Friday prayer for a traveler depends on the ruling of his journey. If it is a journey that permits shortening prayers (safar qasr), then it is not obligatory for him, and it suffices for him in place of Dhuhr prayer. If it is not a journey that permits shortening prayers, then it becomes obligatory for him if he catches it and its conditions are met, unless the mosque is more than eight kilometers away, in which case he is not obliged to go to it.
