Is it permissible to shorten the Dhuhr prayer in congregation on Friday instead of performing the Friday prayer, when there is a nearby mosque and after having traveled the distance that permits shortening prayers?

A Muslim must maintain the Friday prayer, because failing to attend it without a legitimate Shar'i excuse carries a severe warning. The Prophet (peace be upon him) said: "Whoever neglects three Jumu'ahs out of heedlessness, Allah will seal his heart." The jurists mentioned that whoever meets the conditions for Jumu'ah is forbidden from praying Dhuhr before Jumu'ah has passed. If he misses Jumu'ah, he must perform Dhuhr, even though he is sinful. It should be noted that dedicating Friday to excursions is not advisable, as it often leads to abandoning the Friday prayer.
