It is permissible for an author to prevent others from disposing of their work except with their permission. It is not permissible to copy programs whose owners prohibit copying them except with their permission, because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions," and "The property of a Muslim person is not lawful except with his willing consent." Translating programs without the permission of their owners is not outside of this. The author alone has the right to translate their work into another language, and it is not permissible for anyone else to do so except with their written permission.
