Is the Hadith: "He who acts without knowledge causes more corruption than rectification" authentic?

This statement is not a Marfu' Hadith narrated from the Prophet, peace and blessings be upon him. Rather, it is a saying attributed to Caliph Umar ibn Abd al-Aziz, who said: "Whoever acts without knowledge will cause more corruption than improvement, and whoever does not consider his speech as part of his deeds will have many sins."
