Is it permissible for a husband to divorce his wife who refuses to adhere to the Sharia’s regulations regarding dress and leaving the house, and insists on not changing her behavior even after the husband’s repeated attempts and discussions with her family, given his fear of not being able to pay the deferred dowry?

It is not permissible for a man to allow his wife to go out adorned or display her beauty in front of non-mahram men. He must prevent her from doing so and from committing other forbidden acts, by virtue of his guardianship. He may prevent her from visiting her family if a harm results from it. If he is unable to reform her after expending effort, he may restrict her and not divorce her until she forfeits her dower or part of it to him.
