Is it permissible to say "Bismillah awwalahu wa akhirahu (In the name of Allah, in its beginning and its end)" when performing ablution for someone who forgot to say "Bismillah" at the beginning but remembered it during the process, by analogy with food, and is it a condition for recalling the Qur'an to review one's memorization or not?

Saying "Bismillah" (in the name of Allah) before eating is prescribed, and it is permissible to say it at the beginning and end if forgotten at the start. As for ablution (wudu'), saying "Bismillah" is not prescribed for it unless the one performing ablution remembers it during the process.

The reward mentioned concerning the virtues of memorizing the Holy Quran is for the one who has mastered it. The "Companion of the Quran" (sahib al-Qur'an) who attains the great reward is its memorizer who constantly recites it and perfects its recitation and performance.
